Paulino José Miguel, a long-standing advocate for intercultural dialogue, cultural diversity and migrant participation in Germany, has been awarded the Federal Cross of Merit (Bundesverdienstkreuz), one of the country’s highest civilian honours. The award recognizes Miguel’s decades-long commitment to fostering integration and development policy through his work at the Forum der Kulturen Stuttgart e.V. (Forum of Cultures Stuttgart).
The prestigious award was presented by Dr Ute Leidig, State Secretary, Ministry for Environment, Climate and Energy of the state of Baden-Württemberg, in a ceremony held at the Heidelberg Town Hall on 13 February.
Miguel, who was born in Mozambique and moved to the former East Germany as a teenager, has been a prominent figure in Germany’s migrant community since the 1990s. Since 2008, he has led the “Migration and Development Policy” department at the Forum of Cultures Stuttgart, where he has been instrumental in elevating the role of migrants in shaping Germany’s development policies.
Miguel’s work has not only strengthened local initiatives but has also garnered national attention, highlighting the contributions of migrants to Germany’s social and cultural fabric. His efforts have been particularly significant at a time when migration is often framed as a challenge rather than an opportunity.

Rolf Graser, Managing Director of the Forum of Cultures Stuttgart and a previous recipient of the Federal Cross of Merit in 2013 himself, praised Miguel’s achievement, stating, “It is a beacon of hope when, in times where migration is predominantly discussed as a problem, someone with a migrant background is honoured with the Federal Cross of Merit. This recognition sends a powerful message about the value of diversity and inclusion.”
